Security personnel established a strict perimeter around the Convention Centre Dublin early Tuesday morning to prepare for two high-profile European meetings. The gatherings, scheduled for Thursday and Friday, will bring heads of state and government to the city for the European Political Community summit and an informal EU session. Authorities confirmed that the security operation represents the largest undertaking in the history of An Garda Síochána.

Traffic and pedestrian access will be restricted across a large portion of the city center for several days. A security zone surrounding the Convention Centre prohibits cycling, walking, and vehicular entry starting Tuesday morning. North Wall Quay will close to all traffic and pedestrians from 7 a.m. on Tuesday until Friday evening, forcing east and west bound vehicles to divert onto approach roads. A separate cordon around the National Gallery of Ireland will go into effect at 7 a.m. on Wednesday, introducing barriers and parking limits.

The restrictions will expand significantly in the evening of Wednesday. A wider security cordon and extended traffic management zone will surround the Convention Centre from 8 p.m. on Wednesday through Friday evening. The Samuel Beckett Bridge will close to traffic during this period. Vehicle movement will be limited within an area bounded by Amiens Street, Seville Place, Sheriff Street Upper, East Wall Road, and North Wall Quay. Residents and businesses may enter the zone but will face security checks. A similar traffic management cordon will apply around the National Gallery from 7 a.m. to midnight on Thursday, affecting the area between Baggot Street, Fitzwilliam Street, Merrion Square North, Clare Street, and Kildare Street.

Public transport systems will face major disruptions between Tuesday and Friday. The National Transport Authority stated that many central Dublin bus routes and select Luas Red Line services will be affected. The Mayor Square and Spencer Dock Luas stops will close during the events. Bus services will divert from the quays east of the Custom House from November 10 through November 13. Additional diversions will occur from Merrion Square on Thursday and Friday. The Luas Red Line will operate normally to The Point stop at 3Arena until Wednesday evening, but it will not run east of Busáras or Connolly on Thursday and Friday.

Dublin Bus reported that it will maintain service on more than 130 routes, though a large number of those routes will see changes over several days. Irish Rail services will continue operating, with minor diversions for passengers traveling to and from Docklands Station. The Dublin City Council advised commuters to minimize car use and consider walking, cycling, or taking public transport. The M50 motorway and Dublin Tunnel are expected to remain open and directly unaffected by the closures.

The National Maternity Hospital on Holles Street sits within the Thursday restriction zone. Jennifer Walsh, the master of the hospital, noted that the facility is prepared for the event despite its location on Merrion Square. She advised patients with standard appointments to leave early and allow extra travel time. The hospital stated that gardaí will patrol access routes on Thursday to assist patients. A dedicated phone number for patient updates will be available early next week. The Dublin Chamber of Commerce acknowledged the security requirements but warned that reduced footfall could impact local shops and restaurants. The organization emphasized that clear updates on transport and access are essential for local businesses.

Niall Horan is scheduled to perform four concerts at the 3Arena on November 9, 10, 12, and 13. The shows will proceed as planned despite the surrounding restrictions. Access to the venue will be limited to Seville Place, Sheriff Street Upper, East Wall Road, and the Tom Clarke Toll Bridge. No Luas services will reach the 3Arena before the concerts on Thursday and Friday. A limited Luas service will operate west from The Point stop after those events. Pedestrians should use Amiens Street, Seville Place, Spencer Dock Bridge, Sheriff Street Upper, and North Wall Avenue to reach the arena. Flights at Dublin Airport and Casement Aerodrome will continue normally, though additional Garda patrols and traffic restrictions will be in place on perimeter roads such as Naul Road, R108, R132, and Old Airport Road. Passengers are urged to allow extra time for travel to the airports.
