Prosecutors in Okinawa have formally indicted a 20-year-old US Marine for the murder and robbery of a local woman. Devin Jacob Ballard, who was stationed at US Marine Corps Air Station Futenma, faces charges for strangling Anna Yagi, 39, with a telephone cord. The indictment also alleges he stole her backpack and wallet after the killing.

The incident occurred on Oct. 3 at a hotel in Naha, the capital of Okinawa. Ballard was arrested on suspicion of the crime. While he has denied the allegations, investigators told Asahi Shimbun and Kyodo News that he made statements suggesting he was involved. Security footage from the hotel reportedly shows a man believed to be Ballard entering with Yagi and leaving alone with her belongings.

Prime Minister Sanae Takaichi described the crime as brutal and heinous. Her government registered a strong protest with the United States and called for strict disciplinary action against US military personnel. Takaichi also demanded thorough measures to prevent similar incidents from happening again. The Okinawa Governor, Genta Koja, said the prefecture has repeatedly asked the US to act to prevent such cases. He viewed this alleged crime as a sign of a lack of discipline within the force.

The Marine Corps stated earlier this month that it is actively cooperating with Japanese authorities. The service also extended condolences to the victim's family in response to the allegations of serious criminal actions by one of its members.

This case follows a pattern of crimes involving US servicemembers in Okinawa. The island hosts the highest concentration of US troops in Japan, with approximately 55,000 soldiers stationed there. In 2024, four sexual assault cases involved US troops in the prefecture. One of those defendants, Air Force member Brennon Washington, received a five-year sentence for the rape and kidnapping of an underage girl.

The latest case adds to a history of tensions between the local population and the US military presence. In 2025, Marine Lance Cpl. Jamel Clayton was sentenced to seven years in prison for sexually assaulting a woman. In 1995, tens of thousands of people protested after the abduction, beating, and rape of a 12-year-old girl. Earlier this month, about 100 people held protests in Naha and Tokyo. On social media, users voiced anger and demanded justice, with one commenter stating, Enough is enough.

The legal process for Ballard is now underway as Japanese authorities finalize the charges. The case has drawn national attention due to the specific details of the murder and the ongoing debate over the conduct of US forces in Okinawa.
